David P. Rose, Senior Vice President and Co-Head of Public Finance, has served as Financial Advisor to public sector clients in Virginia and across the United States for more than 30 years. Since the late 1980s, David has focused mainly on serving the public sector in the mid-Atlantic and Southeast. David’s experience includes general infrastructure financing, economic development, schools, water and sewer utilities, local and regional jails, and economic development strategies. He earned his bachelor’s from Kenyon College.
Edward F. Cole, III, Senior Vice President and Co-Head of Public Finance, began his career in public finance in 2000 with Davenport. Ted provides financial advisory expertise to a number of local government, utility and not-for-profit clients throughout the mid-Atlantic. He earned his bachelor’s from the University of Virginia and his MBA from the University of Richmond.
SENIOR PUBLIC FINANCE PROFESSIONALS
A. Samuel Ketterman, Senior Vice President, began his career in public finance in 1981 with Alex, Brown & Sons, Inc., in Baltimore, Maryland and he joined Davenport in 2000. Sam is a public finance generalist who covers governments and agencies in Maryland. Prior to his work in public finance, he worked for Baltimore County. He attended the Johns Hopkins University.
Roland M. Kooch, Jr., Senior Vice President, began his career in public finance in 1993, and he has been with Davenport’s Public Finance Department since 1998. Roland covers local government, utility and regional authority credits, and he specializes in the design and development of customized investment management models, multiyear general and utility financial forecasting models, multiyear capital planning, advance refunding and debt restructuring, debt capacity studies and economic development project analysis. He earned his bachelor’s in business administration with a major in accounting from Georgetown University.
Kyle A. Laux, Senior Vice President, joined Davenport in 2003, after graduating from Kenyon College with a bachelor’s in economics. Kyle focuses on the local government sector and has considerable experience in multiyear financial planning, capital planning, financial policies, rating agency interaction, refunding monitoring and structuring, and transaction execution for a variety of credits across the mid-Atlantic.
Joseph D. Mason, Senior Vice President, joined Davenport in 2006. He is a public finance generalist who covers local governments in Maryland and Virginia. Joe previously served as a senior director and credit analyst for Fitch Ratings in the mid-Atlantic. He earned his bachelor’s from the University of Wisconsin-Madison and his MPA from the American University in Washington, D.C.
Robert J. O'Neill, Senior Vice President, joined Davenport in January 2017. His focus includes strategic financial analysis as well as advising on leadership and management issues, among others. Prior to joining Davenport, he served as the executive director of the International City/County Management Associations (ICMA), which advances professional local government worldwide, a post which he held since 2002. O’Neill is also a former County Executive in Fairfax County, Va. and prior to that was City Manager of Hampton, Va. He is well-versed in all issues related to local government management. Bob serves as an adjunct professor in the Center for Regional Excellence in the Strome College of Business School of Public Service, in Norfolk, Va., and was named a Riley Fellow for the Joseph P. Riley Jr. Center for Livable Communities, an interdisciplinary initiative of the College of Charleston. He graduated with a MPA from Syracuse University - Maxwell School of Citizenship and Public Affairs, and a BA from Old Dominion University.
Courtney E. Rogers, Senior Vice President, has more than 22 years of experience serving local government clients in the Southeast and mid-Atlantic. Courtney specializes in local government finances including multiyear financial forecasting and capital planning, debt capacity studies, rating agency interaction, debt issuance strategies, advance refunding and debt restructuring, tax district analysis, economic development projects, water and sewer enterprise projects, and school projects. He earned his bachelor’s in corporate finance and investment management from the University of Alabama.
James E. Sanderson, Jr., Senior Vice President, has worked in public finance since 1998. He began his career as a bond lawyer for Hunton & Williams in Richmond, Virginia. He joined the public finance practice of Davenport in 2004. Jimmy provides financial advisory services to a range of governmental and not-for-profit clients, in particular, on transactions that present complex structures or issues. He earned his bachelor’s in architecture from the University of Virginia, and his law degree from the University of Richmond.
James M. Traudt, Senior Vice President, has served as Financial Advisor to public sector clients throughout the United States for more than 30 years, and he has focused on local government and state issuers in the Southeast for more than 25 years. Jamie is highly experienced in financing complex enterprises including state revolving funds, pool financing, toll roads, transportation systems, water, sewer, electric and solid waste systems, convention centers, universities, and museums, in the development of rating strategies for first time borrowers, restructuring strategies, and the design of workout plans for troubled credits. He attended the University of Nebraska.
B. Mitchell Brigulio, Jr., First Vice President, joined Davenport in 2005, where he began his career in public finance. Mitch covers local government, utility, transportation, and not-for-profit issuers in North Carolina, Virginia, South Carolina, and Maryland. He earned his bachelor’s in business administration from the University of North Carolina at Chapel Hill.
Ricardo Cornejo, First Vice President, joined Davenport in 2015. Ricardo covers local government, school districts, universities and not-for-profit issuers in Georgia and South Carolina. He earned his bachelor’s in economics from the University of Maryland and master degree in economics from Clemson University.
Jennifer L. Diercksen, First Vice President, joined Davenport in December 2016. She works primarily as a Financial Advisor to state and local governments, authorities, and not-for-profit entities. Prior to joining Davenport, Jennifer was an AVP at Moody's Investors Services; a Consultant at Deloitte Consulting; and an Investigator for Surveys and Investigations on the U.S. House of Representatives, Appropriations Committee. She earned her MPA from Syracuse University - Maxwell School of Citizenship and Public Affairs, and her BA in Economics from University of Maryland College Park.
Robert L. Morrison, First Vice President, has spent his entire business career as a specialist in tax-exempt financing throughout the Southeast. Prior to joining Davenport in 2011, Robert was the principal of Government Funding Advisory Associates in Atlanta for 25 years, where he worked with clients in Georgia and South Carolina. He earned his bachelor’s from the University of North Carolina at Chapel Hill, and his MBA from Emory University in Atlanta.
Ten Eyck T. Wellford, Jr., First Vice President, joined Davenport in 2006. Ty specializes in complex local government and state issuers, and he covers various entities in Virginia, North Carolina, and Maryland. He earned his bachelor’s from Washington & Lee University.
